K. Metzler called the IWWC meeting to order at 7:34 PM.
L. Kouyoumjian made a motion to set Roger Peloquin as an alternate, K. Metzler seconded the motion.
New Business
File W2007-19 Application to build a Veterinary Hospital and a post & beam model home at 451 River Road (Map 34, Lot 6) Owner/Applicant: Jeff and Teresa Love (Received July 9, 2007 Public Hearing or Decision by Sept. 12, 2007)
Mr. Love was present to discuss the application. The commission members looked over
the plans for the project. Mr. Love stated that his wife would like to build an animal
hospital, he went over the area that they would like to build in and explained what would
need to be removed from the property in order to start building. Mr. Love stated that they
also plan to have a post & beam model home on the property for their builder to use as an
office.
Mr. Love went over the activity that would occur in the regulated area. He showed some
grading that would need to be done, but no other work would be done in the wetlands.
S. Yorgensen asked Mr. Love who reviewed the wetlands. Mr. Love said Rick Zulick.
K. Metzler asked how deep the ground water is on the property. Mr. Love stated that he
thought it was the same as the pond, he stated that occasionally there is standing water on
the property but not always.
K. Metzler asked S. Yorgensen about state regulations for discharging storm water into
ground water. S. Yorgensen said that any property over one acre must comply with the
states new storm water regulations.
L. Kouyjiamian asked if all of the parking lot would be paved. Mr. Love said that it would.
S. Yorgensen asked if new test holes would be dug. Mr. Love said that he dug some new
ones last week by the leech field. He stated that all of his test results were the same. He
stated that the holes were dug 12 to 14 feet deep.
K. Metzler asked if Mr. Acimovic reviewed the application yet. S. Yorgensen said that
he has not had a chance but he will. K. Metzler stated that the DEP would also need to
review the application for storm water system construction.
R. Peloquin asked if there would be a crematorium on the site. Mr. Love said that there would not be.
The commission discussed the need for the applicant to apply for a regulation change through Planning and Zoning to allow an Animal Hospital in a commercial zone.
K. Metzler said that he would have Mr. Acimovic review the application and then send his comments on to the applicant.
Old Business
Review of Operation and Maintenance for Storm Water Systems at Town Library
at 7 Ruby Road
S. Yorgensen said that she emailed Mr. Acimovic and asked him to send the library
architect a copy of a Storm Water Maintenance plan, but he has not done so yet. She said
she would remind him to send it again.
Cease and Desist Order issued to Joseph Voboril Re: Clover Springs Subdivision
Wetlands Permit W2004-4 off Batty Road.
K. Metzler asked if Attorney Mark Branse wrote a letter to Mr. Voboril regarding his
property. S. Yorgensen said that he has not. S. Yorgensen stated that PZC recommended
the town approve the road, but kept part of their bond until all the work on the road is
completed. She stated that the town still needs to hold a town meeting to accept the road.
She also explained that Mr. Voboril contacted her and said that he wanted to trade in his
letter of credit from the bank for a cash bond.
T. Gutowski asked if Mr. Voboril’s daughter is still planning to remove the debris
from her property in August. T. Gutowski suggested giving her to September to
complete the work she stated that she was going to do and if it is not complete at that
time then modify or reissue the violation with a short deadline.
W2003-49 Notice of violation: Travel Centers of America (the Lessee) and George
Giguere of Royce Properties (the Owner) of property located at 327 Ruby Road.
The commission stated that they are still waiting for the SPCC Report.

Minutes
K. Metzler made a motion to accept the minutes with a modification made to the motion regarding 2007-18, SPCC should be changed to Spill Prevention Control & Containment.
R. Peloquin seconded the motion. All voted in favor.
Discussion
The commission discussed Mrs. Parizek’s request to dredge her pond. The stated that they would like the family to conduct a soil analysis before it is placed on anyone else’s property to make sure no damage will occur. S. Yorgensen said she is also waiting to receive their de-watering plan.
T. Gutowski asked when they were going to start re-writing the regulations. S. Yorgensen said that she is waiting for some more information before they begin, but they could discuss when they could start meeting.
L. Kouyjiamian made a motion to adjourn at 8:17pm. R. Peloquin seconded the motion.
